Why is MAPROL called as MARPOL 73/78?

Adopted in the year 1973, the parent MARPOL 73 was absorbed by the MARPOL protocol adopted in the year 1978 and the same was entered into force in 1983.

On jurisdictional issues and followed by non entry into force, a new protocol was adopted in the year 1978 to the MARPOL 73. The protocol absorbed the parent convention and the merged Convention, popularly known as MARPOL 73/78 had entered into force in 1983.

The incident which led to the convening of the 1914 international SOLAS conference was the sinking of the White Star liner Titanic on her maiden voyage in April 1912.
The disaster raised so many questions about current standards that the UK Government proposed holding an international conference to consider new regulations. The conference was attended by representatives of 13 countries and the SOLAS Convention was adopted on 20 January 1914. 
This convention was later updated through various amendments and finally SOLAS 1974 came into force when it was decided to keep it updated by amendments through the coming years.
Also to be noted: 
The Marine Environment Protection Committee (MEPC), at its fifty-sixth session, decided that, when referring to the Convention and its six Annexes as a whole, the term “MARPOL” should be preferred to “MARPOL 73/78“, as the latter would leave Annex VI on Prevention of air pollution from ships, which had been adopted by the 1997 Protocol, outside its scope.
